National Big Data (Guizhou) Comprehensive Pilot Zone

Guizhou is an early mover and great achiever on the big data front. The year 2014 witnessed the birth of its big data industry. In 2015, Guiyang City and Gui'an New Area were approved to jointly create a national-level cluster for the development of the big data industry. At the time, big data had become a powerful engine of high-quality economic and social development. In 2016, Guizhou was granted the right to establish the country's first ever national big data comprehensive pilot zone, which would allow it to carry out systematic experiments in such aspects as management and open sharing of data resources, data center integration, and data resource application.

Since 2015, China International Big Data Industry Expo (Big Data Expo) has been held in Guiyang. The Expo brings together the world's latest big data technologies, products and applications, allowing advanced thinking and ideas to be timely shared with the general public of all countries. It has become a platform through which Guizhou makes its voices heard by an international audience. With growing visibility and influence, this event has helped advance the province's opening-up in depth and breadth.

At present, there are 23 key data centers in operation or under construction in the province, including eight ultra-large ones. That makes Guizhou one of the regions with the largest concentration of ultra-large data centers in the world. It is expected that at the end of the 14th Five-Year Plan period there will be 1 million server racks and 4 million servers in the province, making it the country's largest data center base featuring high security as well as green and intensive operations. Power usage effectiveness (PUE) is often used to measure the energy efficiency of a data center. The energy performance of Guizhou's data centers is above the national average and has reached the world's top levels. The best performers among them report a PUE of just 1.1. To date, Guizhou has attracted investments by a large number of well-known companies at home and abroad, including Huawei, JD.com, Alibaba, Tencent, Foxconn and China's three telecom operators, as well as leading international companies such as Apple, Microsoft, Hewlett-Packard and NIIT. Moreover, Guizhou is working to build a national hub node for the development of the country's integrated computing power network.

Guizhou has attached great importance to cloud computing and smart technologies, and worked hard to exploit the enormous potential of big data. According to the 2021 White Paper on the Development of China's Digital Economy, Guizhou's digital economy grew by more than 15% in 2020, ranking first in the country for six consecutive years.

貴州大數(shù)據(jù)起步早、行動(dòng)快、影響大。2014年是貴州大數(shù)據(jù)產(chǎn)業(yè)發(fā)展的“起跑之年”,2015年,貴陽(yáng)市、貴安新區(qū)獲批共同創(chuàng)建國(guó)家級(jí)大數(shù)據(jù)產(chǎn)業(yè)發(fā)展集聚區(qū),大數(shù)據(jù)成為經(jīng)濟(jì)社會(huì)高質(zhì)量發(fā)展的強(qiáng)大引擎。2016年,貴州獲批建設(shè)首個(gè)國(guó)家大數(shù)據(jù)綜合試驗(yàn)區(qū),在數(shù)據(jù)資源管理與共享開放、數(shù)據(jù)中心整合、數(shù)據(jù)資源應(yīng)用等方面開展系統(tǒng)性試驗(yàn)。

自2015年起,中國(guó)國(guó)際大數(shù)據(jù)產(chǎn)業(yè)博覽會(huì)在氣候宜人的貴陽(yáng)舉行,全球最前沿的大數(shù)據(jù)科技、產(chǎn)品、應(yīng)用模式等會(huì)聚于此,與各國(guó)公眾及時(shí)分享先進(jìn)的大數(shù)據(jù)思維和理念。數(shù)博會(huì)已成為貴州理念、貴州聲音向世界傳遞和傳播的窗口,品牌力和影響力得到了大幅提高,對(duì)外開放的層次和水平得到了顯著提升。

目前,全省投入運(yùn)營(yíng)及在建的重點(diǎn)數(shù)據(jù)中心23個(gè),其中超大型數(shù)據(jù)中心8個(gè),已成為全球超大型數(shù)據(jù)中心最集聚的地區(qū)之一。“十四五”末,全省服務(wù)器機(jī)架將達(dá)100萬(wàn)架、服務(wù)器總量將達(dá)400萬(wàn)臺(tái),力爭(zhēng)打造成為全國(guó)最大的高安全、綠色化、集約化數(shù)據(jù)中心基地。電能利用率(PUE)是衡量數(shù)據(jù)中心的節(jié)能指標(biāo),貴州數(shù)據(jù)中心節(jié)能高于全國(guó)平均水平,達(dá)到世界一流,其中節(jié)能性最好的多個(gè)數(shù)據(jù)中心PUE僅為1.1。因此吸引了大量國(guó)內(nèi)外知名企業(yè),如華為、京東、阿里巴巴、騰訊、富士康、中國(guó)三大電信運(yùn)營(yíng)商,以及蘋果、微軟、惠普、NIIT等在此投資。同時(shí)在貴州布局建設(shè)全國(guó)一體化算力網(wǎng)絡(luò)國(guó)家樞紐節(jié)點(diǎn),構(gòu)建全國(guó)算力網(wǎng)絡(luò)體系。

“人在干、云在算”,貴州大力培植“智慧樹”,開采大數(shù)據(jù)“鉆石礦”。據(jù)《中國(guó)數(shù)字經(jīng)濟(jì)發(fā)展白皮書(2021年)》顯示,2020年貴州數(shù)字經(jīng)濟(jì)增速超過(guò)15%,連續(xù)六年排名全國(guó)第一。
