Xi Jinping Thought on Strengthening the Military

Xi Jinping thought on strengthening the military is an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It represents the latest development of the military philosophy of the Communist Party of China (CPC), and provides a guideline for a unique Chinese approach to strengthening national defense and building a strong, modern military.

Since the 18th CPC National Congress held in November 2012, the Central Committee with Xi Jinping at its core has been making theoretical and practical efforts to identify what kind of military to be built in order to respond to the new realities in the new era and help make the great Chinese Dream of national renewal come true, and what steps should be taken to build such a military. The outcome of these discussions has come to be known as Xi Jinping thought on strengthening the military, the main pillars of which embody the "Ten-point Guidelines" illustrated by Xi at an important meeting on military affairs after the 19th CPC National Congress. These guidelines emphasize the need for further development and reform of the military in the new era to step up its military preparedness in various aspects.

In May 2019, the Political Work Department of the Central Military Commission (CMC) issued a study guide designed to foster the understanding of Xi Jinping thought on strengthening the military, which calls for:

building a people's military that obeys the Party's command, is able to fight and win, and maintains excellent conduct;

upholding the Party's absolute leadership over the military;

strengthening political awareness;

encouraging new thinking and developing sound strategies to ensure that the military is able to win wars;

pursuing reform and encouraging innovation, which are key to its strength;

strengthening law-based governance;

improving modern logistic service;

upgrading weaponry and equipment;

bolstering integrated strategic capabilities;

strengthening the Party development within the armed forces;

enhancing military leadership development and talent building; and

enforcing ethics and discipline, and stamping out corruption.

Xi Jinping thought on strengthening the military guides our efforts to strengthen national defense and the military with impressive results and profound changes unprecedented in history. It provides a new understanding of how the CPC should best play its role in this area, including how to improve military preparedness and update its war doctrine, and raise China's Marxist military theory to new heights.

At the 19th National Congress in October 2017, the CPC decided to write Xi Jinping thought on strengthening the military in the CPC Constitution as the guiding principle for defense and military development.

中國共產(chǎn)黨第十八次全國代表大會以來，以習(xí)近平同志為核心的黨中央，著眼于實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢，圍繞新時代建設(shè)一支什么樣的強(qiáng)大人民軍隊、怎樣建設(shè)強(qiáng)大人民軍隊，帶領(lǐng)全軍深入進(jìn)行理論探索和實(shí)踐創(chuàng)造，形成了習(xí)近平強(qiáng)軍思想。在中國共產(chǎn)黨第十九次全國代表大會后軍隊一次重要會議上，習(xí)近平闡述了“十個明確”。這“十個明確”涵蓋新時代軍隊建設(shè)、改革和軍事斗爭準(zhǔn)備各領(lǐng)域各方面，構(gòu)成了習(xí)近平強(qiáng)軍思想的主要內(nèi)容。2019年5月，中央軍委政治工作部印發(fā)《習(xí)近平強(qiáng)軍思想學(xué)習(xí)綱要》，圍繞強(qiáng)國必須強(qiáng)軍，建設(shè)一支聽黨指揮、能打勝仗、作風(fēng)優(yōu)良的人民軍隊，堅持黨對人民軍隊的絕對領(lǐng)導(dǎo)，抓思想政治建設(shè)一刻也不能放松，與時俱進(jìn)創(chuàng)新軍事戰(zhàn)略指導(dǎo)，軍隊要能打仗、打勝仗，掌握強(qiáng)軍打贏的科學(xué)方法論，改革是決定我軍發(fā)展壯大、制勝未來的關(guān)鍵一招，建設(shè)創(chuàng)新型人民軍隊，提高國防和軍隊建設(shè)法治化水平，建設(shè)強(qiáng)大的現(xiàn)代化后勤，把武器裝備建設(shè)搞得更好一些、更快一些，構(gòu)建一體化的國家戰(zhàn)略體系和能力，全面加強(qiáng)新時代軍隊黨的建設(shè)，努力培養(yǎng)造就能夠擔(dān)當(dāng)強(qiáng)軍重任的高素質(zhì)干部和人才隊伍，堅定不移正風(fēng)肅紀(jì)、反腐懲惡等重大思想觀點(diǎn)進(jìn)行了全面闡釋。

習(xí)近平強(qiáng)軍思想，引領(lǐng)中國國防和軍隊建設(shè)取得歷史性成就、發(fā)生歷史性變革，把中國共產(chǎn)黨對國防和軍隊建設(shè)規(guī)律、軍事斗爭準(zhǔn)備規(guī)律、戰(zhàn)爭指導(dǎo)規(guī)律的認(rèn)識提升到新高度，開拓了當(dāng)代中國馬克思主義軍事理論和軍事實(shí)踐發(fā)展新境界。2017年10月，中國共產(chǎn)黨第十九次全國代表大會確立了習(xí)近平強(qiáng)軍思想在國防和軍隊建設(shè)中的指導(dǎo)地位，并將其寫入中國共產(chǎn)黨黨章。
