底線任務(wù)

中共十八大以來(lái)，習(xí)近平多次強(qiáng)調(diào)，要善于運(yùn)用底線思維的方法。底線思維是以底線為導(dǎo)向的一種思維方法和心態(tài)，要求不回避矛盾，不掩蓋不足，客觀分析每個(gè)可能出現(xiàn)的問(wèn)題，并妥善加以解決。

這一思維方法也體現(xiàn)在習(xí)近平關(guān)于扶貧工作的重要論述之中。他指出，農(nóng)村貧困人口如期脫貧、貧困縣全部摘帽、解決區(qū)域性整體貧困，是全面建成小康社會(huì)的底線任務(wù)，是中國(guó)共產(chǎn)黨作出的莊嚴(yán)承諾。沒(méi)有農(nóng)村貧困人口全部脫貧，就沒(méi)有全面建成小康社會(huì)，這個(gè)底線任務(wù)不能打任何折扣，黨向人民作出的承諾不能打任何折扣。

中共十八大以來(lái)，中共中央把貧困人口脫貧作為全面建成小康社會(huì)的底線任務(wù)和標(biāo)志性指標(biāo)，在全國(guó)范圍全面打響了脫貧攻堅(jiān)戰(zhàn)。脫貧攻堅(jiān)作為“底線任務(wù)”，不僅意味著要保質(zhì)（“兩不愁三保障”）保量（農(nóng)村貧困人口全部脫貧）完成，還意味著脫貧攻堅(jiān)作為全面建成小康社會(huì)“補(bǔ)短板”的關(guān)鍵任務(wù)，必須如期完成。

Bottom-Line Tasks for Achieving Moderate Prosperity

"Bottom-line thinking" is a way of thinking based on objective analysis of problems for proper solution, rather than blinding oneself to them or ignoring potential risks.

Xi advocates such an approach to poverty alleviation. He calls the goals of China's poverty elimination - to help the rural population eliminate poverty as scheduled, lift all poor counties out of poverty and solve overall regional poverty - "a bottom-line task" in building a moderately prosperous society in all respects. It is also a solemn promise made by the Party. China cannot say that it has achieved this objective if its rural poor have not all been lifted out of poverty. This task must be fulfilled to the letter, and the Party's promise to the people must be honored in full.

Since 2012, the CPC Central Committee has taken this task as a symbol of building China into a society of moderate prosperity. It must be fulfilled as scheduled both in "quality" (assuring those living in poverty of adequate food and clothing and guaranteeing their access to compulsory education, basic medical services and safe housing) and in "quantity" (lifting all out of poverty).
