生態(tài)保護(hù)扶貧

綠水青山就是金山銀山，是習(xí)近平反復(fù)強(qiáng)調(diào)的生態(tài)文明建設(shè)理念。這一思想理念，蘊(yùn)含著對(duì)人類文明發(fā)展經(jīng)驗(yàn)教訓(xùn)的歷史總結(jié)，體現(xiàn)著對(duì)人類發(fā)展意義的深刻思考，破解了發(fā)展中人對(duì)物質(zhì)利益的追求與人賴以生存的生態(tài)環(huán)境的關(guān)系這一難題，彰顯了當(dāng)代中國共產(chǎn)黨人高度的文明自覺和生態(tài)自覺。牢固樹立“綠水青山就是金山銀山”的理念，就是把生態(tài)保護(hù)放在優(yōu)先位置，實(shí)現(xiàn)綠色發(fā)展。扶貧開發(fā)不能以犧牲生態(tài)為代價(jià)，必須探索生態(tài)脫貧新路子，讓貧困人口從生態(tài)建設(shè)與修復(fù)中得到更多實(shí)惠。

生態(tài)保護(hù)扶貧包括兩大核心思想：一是在貧困地區(qū)實(shí)施可持續(xù)型、環(huán)境友好型扶貧開發(fā)項(xiàng)目，最大限度地幫助地區(qū)經(jīng)濟(jì)實(shí)現(xiàn)發(fā)展，做到對(duì)生態(tài)環(huán)境不傷害、不破壞。二是將生態(tài)環(huán)境看成是一種能夠得到有效利用的扶貧資源加以開發(fā)，從而實(shí)現(xiàn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展、人民生活水平提高和生態(tài)環(huán)境保護(hù)的高度統(tǒng)一。

Ecological Conservation for Poverty Alleviation

"Lucid waters and lush mountains are invaluable assets" - this is a philosophy Xi Jinping cherishes on environmental protection and eco-environmental conservation. Based on his summation of the lessons and experiences of human development, it reflects Xi's profound thinking about civilization. It is an approach to development that balances the pursuit of material benefits with protection of the eco-environment in which we exist. It also shows that the Party values development that respects environmental protection.

Acting on this understanding, people will give priority to conservation and pursue green development. Poverty alleviation must not proceed at the expense of the environment. New approaches will be explored so that the poor will benefit from eco-environmental conservation and restoration.

Guided by this philosophy, sustainable and environment-friendly development projects are supported in poor regions to boost the local economy without causing damage to the environment, and the eco-environment will itself be developed as a resource in a way to ensure local economic development, improve local living conditions and protect the eco-environment at the same time.
