| The 10th Changchun China Film Festival, one of China's major film industry events, ended yesterday night, China News Service reported. Golden Deer Awards were given to Nick Cheung ("The Beast Stalker") and Wang Xueqi ("Bodyguards and Assassins") for Best Actor and Vicki Zhao ("Mulan") and Kara Hui ("At the End of Daybreak") for Best Actress. This year's top contender, "The Founding of a Republic," won the award for Best Film. Best Director went to Hasi Chaolu for "Ripples in Faith." In addition, Sun Haiying won Best Supporting Actor and Sandra Ng took home the award for Best Supporting Actress. |

| Chinese legislators passed the People's Mediation Law on Saturday, the final day of the Standing Committee of the National People's Congress's bimonthly meeting, Xinhua reported. The law establishes the People's Mediation Committee as the legal organization to resolve everyday disputes. The law stipulates that governments at the county level and above provide financial support for mediation work and honor and reward outstanding mediation committees and mediators. The law also says that agreements reached in the mediation procedure are legally binding. The law will take effect Jan. 1, 2011. |
新華社消息，全國人大常委會28日（本次雙月例會的最后一天）通過了人民調(diào)解法。法律規(guī)定，人民調(diào)解委員會是解決民間糾紛的合法機構(gòu)。縣級以上地方人民政府對人民調(diào)解工作所需經(jīng)費應當給予必要的支持和保障，對有突出貢獻的人民調(diào)解委員會和人民調(diào)解員應給予表彰獎勵。法律明確，經(jīng)人民調(diào)解委員會調(diào)解達成的調(diào)解協(xié)議具有法律約束力。據(jù)了解，人民調(diào)解法將于2011年1月1日起生效。 |

| Philippine President Aquino wants the inter-agency investigating the deadly hostage incident to submit its findings within three weeks, reported the Philippine Star. His announcement came following reports that Beijing was demanding a swift and comprehensive probe into the hostage, which ended with the deaths of eight Hong Kong tourists and the hostage taker. |

| An infant girl with a finger freshly cut was found dumped in a Tianjin park yesterday afternoon, Enorth.com.cn reported. A park visitor found the girl wrapped in swaddling clothes, facing down in the grass. Her right ring finger seemed to have been cut, with blood oozing from the wound. The infant girl was one day old, according to a doctor. No identification of the girl has been found, and her parents - still missing - will be charged with abandonment. The assailant who cut the girl's finger is suspected of intentional assault and will face felony charges. |

| Four reporters were detained yesterday near the funeral home of Yichun City, Heilongjiang Province, Beijing News reported. Some reporters later held banners demanding a reasonable explanation for the incident. Five hours later, some officials of Yichun City apologized to the reporters. A detained reporter from the Legal Evening News said the local police did it because they did not want the reporters to interview relatives of the air crash victims. A passenger plane with 96 people on board crashed during landing at Lindu Airport in Yichun late Tuesday, leaving 42 people dead and 54 injured. |
