DPRK proposes talks with South Korea

South Korean media is reporting that the DPRK has proposed holding inter-Korean talks between Defense Ministers of the two sides to ease tensions on the Korean peninsula.

The DPRK has also made it clear that South Korea is free to decide the subjects, timetable and venue for the talks.
