Shanghai's property market administrative authorities have demanded developers re-register real estate with the government if prices drop more than 20 percent, China Times reported. 據《華夏時報》報道,上海房管局對開發商提出要求,如果樓盤降幅超過20%,需重新登記備案。
The order came after China Overseas Property cut the list price of a project in Shanghai from 22,000 yuan per square meter to 16,000, outraging buyers who had already purchased property at the higher price. 近期中海地產在滬樓盤價格從每平米2.2萬元直降至1.6萬元,引發前期業主強烈不滿。
Shanghai's housing authorities say the government won't halt sales of real estate where prices are falling fast, but hopes the price will be stable and "reflect market demand." 房管局表示政府不會叫停跌價過快的樓盤,但希望房價保持穩定,并“根據市場需求做出適當調整”。
Fudan University scholar Yin Bocheng said the move reflects the government's reliance on real estate as a major source of revenue and is a clear sign that the government wishes to maintain high prices. 復旦大學學者尹伯成表示,這背后是地方政府對土地財政的依賴,顯示政府希望維持高房價。
"The government didn't act when prices were rising but strikes when it is plummeting," he said, alluding to the cash the local government rakes in selling land to developers. “房價上漲的時候不管,要下跌了卻急忙要出手管理,”他說道,并暗指政府通過賣地而得到土地出讓金。
The Shanghai municipal government made 136.3 billion yuan in the first 10 months of last year from land sales. But revenue from such sales over the same period this year dropped 23 percent, the latest statistics show. 最新數據顯示,相比于去年1-10月上海1363.02億元的土地出讓收入,今年該數據縮減了23%。

The central government yesterday warned against loosening the reins on the real estate market.
