EU Tariff On Chinese Shoes--Justified Measure or Rash Action?

On October 7, the EU began imposing a 16.5 percent tariff on all shoes imported from China for a period of two years. This response was taken after accusations that China was dumping its shoes on the European market at low prices and thus driving down the competitiveness of Chinese shoe manufacturers. China has responded vigorously to this measure, claiming its rapid gain of 50 percent of the European shoe market is due to the ending of the EU quota system in 2005. Do you agree?
