Employment, Pivotal to the People's Wellbeing

China is a large developing country with a population of over 1.3 billion. Because of its big population size, employment remains the biggest challenge China faces in its efforts to improve the people’s wellbeing. Since the 18th CPC National Congress, a series of policies promoting job creation and entrepreneurship have been launched, leading to a steady improvement in the overall jobs picture, with 65 million new jobs added.

The report to the 19th CPC National Congress highlighted the pivotal importance of employment to the wellbeing of the people. It called for more proactive measures to promote job creation, achieve fuller employment and create better jobs. These measures include expanding vocational skill training programs, tackling structural unemployment, creating jobs by encouraging business startups, providing extensive public employment services, opening channels for college graduates, other young people, and migrant rural workers to find jobs or start their own businesses, and removing institutional barriers that block mobility of labor and talent to ensure everyone has a chance of career success through hard work.

就業(yè)是最大的民生

中國是一個(gè)13億多人口的發(fā)展中大國，龐大的人口基數(shù)決定了就業(yè)問題是中國最大的民生問題。中共十八大以來，各項(xiàng)促就業(yè)、助創(chuàng)業(yè)的政策陸續(xù)出臺(tái)，就業(yè)狀況持續(xù)改善，成功解決了6500萬人的就業(yè)問題。中共十九大報(bào)告明確指出，就業(yè)是最大的民生。提出，堅(jiān)持就業(yè)優(yōu)先戰(zhàn)略和積極就業(yè)政策，實(shí)現(xiàn)更高質(zhì)量和更充分就業(yè)。大規(guī)模開展職業(yè)技能培訓(xùn)，注重解決結(jié)構(gòu)性就業(yè)矛盾，鼓勵(lì)創(chuàng)業(yè)帶動(dòng)就業(yè)。提供全方位公共就業(yè)服務(wù)，提供全方位公共就業(yè)服務(wù)，促進(jìn)高校畢業(yè)生等青年群體、農(nóng)民工多渠道就業(yè)創(chuàng)業(yè)。破除妨礙勞動(dòng)力、人才社會(huì)性流動(dòng)的體制機(jī)制弊端，使人人都有通過辛勤勞動(dòng)實(shí)現(xiàn)自身發(fā)展的機(jī)會(huì)。
